Canadian dealers are not likely to ship to the USA, for fear of Tudor/Rolex agreements. If buying in Canada, you'll be required to pay PST and GST, which is $508 on $4400 CAD. Normally you can request a refund of this if you are a visitor from the USA, but that creates a paper trail, which could come back to bite you on the ass. Who's doing the ass-biting? US Customs.
Then....$4400 CAD (say, a Pelagos) plus $508 tax = $4908 CAD = is approximately $4220 USD.
I rink you're better off finding a friendly AD in the USA (we know a few, right?) and have it shipped from another state to avoid sales tax. With even a 5% discount you break even with this elaborate Canadian purchase plan.
Seems like too much work for too little benefit.

1) Not all provinces have PST. You would have to pay 5% GST regardless of the province but in Alberta we don't have a PST tax.
2) You are not factoring in the 20 to 25% discount the AD will give.
So, $4,400 CAD Pelagos after 20% discount is $3,520 ($3,300 with a 25% discount).
add 5% GST which is $3,696 (20%) or $3,465 (25%).
Convert those prices to US dollars as per xe.com $2,812 (20%) or $2,637 (25%).
Now, on top of that, there would be the shipping cost from the Canadian AD to the Canadian WUS member ($50 to $75). Then shipping the watch to the US from Canada which becomes the tricky part, as Canada Post won't let you insure the full value amount and I believe it's a max $500 on watches. So then other shipping options would have to be explored such as FedEx, UPS etc. I have no idea on those costs and if there are any duties, taxes etc that US Customs would want.
