The N and O stand for Naval Observatory who used to repair and order and test and put serial numbers on deck watches clocks and chronometer and watches. Our Vice President lives on the grounds of the Naval Observatory today.

My last WW1 era deck clock with USS Wando on the dial the way the US Navy on the case of the watch are a close match the way the lettering was done only a few years apart when they were made.

Here is an ad for Elgin that also made a torpedo boat watch for the US Navy bought it on eBay.
And here is a WW1 era US Navy Torpedo Boat they are a little larger than the WW2 ones. This one had 29 men as crew.
Bought the ad as reference for these types of watches. You can't download photos from eBay that work in Imgur so I took a phot of it on the computer screen to post it.
