How big is the Magnum XL designed to fit? Size?

Well, that's hardly an "XL". It's basically a regular size.

I was thinking the same. It should fit average sized 6.5-7.5 wrists well.

Branding something XL doesn't make it so. Like when you put your rubbers in the Magnum box.
